What delimitation means
Delimitation is the process of redrawing the boundaries of electoral constituencies, and potentially changing how many seats each state gets in Parliament, based on updated population data. The idea behind it is straightforward on paper: as populations grow and shift, constituency boundaries and seat numbers should be periodically updated so that each Member of Parliament represents a roughly similar number of people.
Why it has not happened in decades
India's Parliament placed a freeze on changing the number of seats allocated to each state, tying any change to future population data, specifically to avoid a politically difficult outcome: states that have slowed their population growth, largely in southern India, would see their seat share shrink relative to northern states where population has grown faster. This freeze has been extended multiple times, which is why India's parliamentary seat numbers per state are still based on population data that is now decades old.
The core tension
States that successfully controlled population growth argue it would be unfair to penalise them with fewer parliamentary seats relative to their population, when that population control was itself a policy success. States with faster population growth argue that representation should reflect current population, regardless of the reasons behind the difference. This tension is why delimitation is not treated as a routine administrative exercise but as a politically sensitive question about the future balance of power between India's states.
What is actually at stake
More seats in Parliament for a state means more influence over national government formation and national policy. A significant shift in seat numbers between states, driven by population differences rather than any change in a state's importance or contribution, is why some state governments have been vocal about how and when any future delimitation exercise should be carried out.
Where things currently stand
Delimitation remains a live, unresolved question in Indian politics, discussed periodically without a settled final approach on exactly how population differences across states will be balanced against fairness concerns when the freeze on seat numbers eventually ends. It is a rare example of a technical, administrative-sounding process carrying real long-term political weight.
