World Cup ticket transfer and resale are related, but they solve different problems. Transfer changes who controls a ticket. Resale places an eligible ticket back into an official marketplace for another buyer.
Transfer versus sending to a guest
FIFA's 2026 guidance distinguished a full transfer from assigning a mobile ticket to an invited guest. A transferred ticket gave the new holder responsibility for it, including the ability to use or re-transfer it when eligible. Simply sending a ticket to a guest did not necessarily move every associated right.
Who could list a ticket for resale?
The original purchaser—or, where permitted, the recipient of a full transfer—could use the official Resale/Exchange Marketplace. A guest who could no longer attend generally had to return the ticket to its owner rather than list it independently.
Package, promotional and conditional tickets could face extra restrictions. Rules also differed in Mexico, where an exchange marketplace applied.
Why unofficial resale was risky
Screenshots and social-media listings were not reliable proof of entry. Mobile credentials, account control and transfer eligibility mattered. FIFA advised supporters to use its official tools, reducing the risk of invalid tickets and account disputes.
