North Korea has built a second uranium enrichment facility at its main Yongbyon nuclear complex, according to the International Atomic Energy Agency. The nuclear watchdog says the new two-storey building could accommodate as many as 28 centrifuge cascades of the type shown in North Korean state-media photographs.

The IAEA also reported indications that operations began in January at an expanded annex of the Kangson enrichment site near Pyongyang. Taken together, the findings point to nuclear-material production capacity growing at more than one location.

The agency reached its assessment without inspectors inside North Korea. Its experts compared commercial satellite imagery, construction activity and photographs published after a June visit by leader Kim Jong Un. The IAEA has not had direct access to the country since 2009.

What did the IAEA find at Yongbyon?

The agency identified a new two-storey building as Yongbyon's second uranium enrichment facility. State-media photographs indicated that gas centrifuge equipment had been installed on both levels.

According to the August 28 IAEA report, the building could hold up to 28 cascades matching those visible in the photographs. A cascade is a connected group of centrifuges that progressively increases the concentration of uranium-235 in uranium gas.

The number does not by itself reveal the amount or enrichment level of material being produced. Output depends on the centrifuge design, operating efficiency, feed material and how long the machines run. The report therefore indicates potential capacity rather than a confirmed quantity of weapons-grade uranium.

What is uranium enrichment?

Natural uranium contains only a small share of the isotope uranium-235. Gas centrifuges spin uranium hexafluoride at very high speed, separating slightly lighter uranium-235 molecules from heavier uranium-238 molecules.

The process is repeated through multiple centrifuges and stages. Low-enriched uranium can be used as fuel in many nuclear reactors. Much higher enrichment can produce material suitable for a nuclear weapon, although a complete weapon also requires engineering, explosives, delivery systems and other components.

Enrichment facilities are especially difficult to assess remotely because much of the important equipment is inside buildings. Satellite imagery can show construction, power-related activity and changes around a site, while official photographs sometimes provide additional clues.

Why is Yongbyon important?

Yongbyon is North Korea's best-known nuclear complex and has long been central to international monitoring of the country's programme. It includes research, reactor, reprocessing and enrichment-related facilities.

The complex has also played a role in past diplomacy. At different points, North Korea has disabled, restarted or offered steps involving Yongbyon during negotiations. A second enrichment building suggests that attention to one older facility no longer captures the full scale of activity at the site.

The IAEA's assessment also matters because it places the Yongbyon development alongside activity at Kangson. A nuclear programme spread across multiple locations is harder to monitor and would make any future verification agreement more complicated.

What is happening at Kangson?

The watchdog said there were indications that an enrichment facility began operating in January inside an annex constructed in 2024 at Kangson, near Pyongyang.

Kangson has been assessed by outside experts as an enrichment-related site, although North Korea does not provide the IAEA with the declarations and access that inspectors would need for independent physical verification.

The report's central warning is therefore not about one newly discovered building. It is about a pattern: continued operation at known facilities, construction of additional capacity and signs that more equipment is being brought online.

How certain is the assessment?

The IAEA is explicit about the limits of remote monitoring. It can make technically informed assessments from images and open-source information, but it cannot take environmental samples, check equipment serial numbers, review operating records or measure nuclear material without access.

That means phrases such as “could accommodate” and “indications that operations began” are important. They reflect the evidence available and should not be rewritten as a verified count of active centrifuges or a confirmed stockpile increase.

North Korea has previously rejected the IAEA's authority, describing its nuclear-weapons status as irreversible and arguing that the agency has no right to intervene. That position prevents the normal safeguards process used in countries that cooperate with the watchdog.

Does this mean North Korea has 28 new nuclear weapons?

No. The figure refers to possible centrifuge cascades, not bombs. A cascade may contain many individual centrifuges, and the relationship between cascade capacity and weapon output is not one-to-one.

Analysts would need to know the centrifuge type, enrichment level, operating time and quantity of feed material to estimate output. They would also need reliable information about how the enriched uranium is used and whether it is converted into weapon components.

The report supports the conclusion that potential production capacity is expanding. It does not establish an exact new number of weapons.

Why does the IAEA call the expansion a serious concern?

IAEA Director General Rafael Grossi said the continued operation and further expansion of enrichment facilities pointed to increasing production of weapons-grade nuclear material. The agency says the activities violate United Nations Security Council resolutions.

More enrichment capacity can shorten the time required to produce additional fissile material and increase the burden on sanctions monitoring, intelligence collection and any future arms-control talks. It may also allow North Korea to operate with more redundancy if one site is interrupted.

The diplomatic impact extends beyond the Korean Peninsula. South Korea, Japan, the United States, China and Russia all have security interests affected by North Korea's nuclear and missile programmes, even though their preferred responses differ.

What happens next?

The IAEA will continue remote monitoring and report new activity to its board. Governments and independent researchers are likely to compare fresh satellite images for signs of building use, supporting infrastructure or changes in operations.

A definitive inventory would require North Korea to provide declarations and permit inspectors, sampling and continuous monitoring. There is currently no public agreement restoring that access.

Readers should therefore distinguish three levels of information: visible construction, an expert assessment about a building's likely function and independently verified measurements of nuclear material. The latest report is strong evidence of expansion at the first two levels, but not a substitute for on-site verification.
