
Anthropic CEO Dario Amodei has called for frontier artificial-intelligence development to move more slowly so that safety research, independent testing and governments have time to catch up with rapidly improving systems.
The proposal has become one of the technology industry's biggest debates because it is not a demand to stop AI research completely. Amodei describes a process of “pacing the frontier”: powerful models would continue to improve, but companies would accept stronger verification and limits instead of racing forward without enough time to understand new capabilities.
OpenAI CEO Sam Altman and Elon Musk publicly supported the direction of the warning, while Google DeepMind CEO Demis Hassabis offered qualified backing, according to reports. Political critics have argued that slowing American companies could weaken the United States in competition with China.
The disagreement therefore reaches beyond laboratory safety. It involves cybersecurity, economic power, national security, corporate incentives and the question of who should be allowed to verify what happens inside the world's most advanced AI companies.
What did Dario Amodei propose?
Amodei's plan has three connected stages:

Anthropic says it is willing to begin the first step itself. Independent evaluators would receive continuing access similar to relevant employees, including the tools and workspaces needed to assess safety claims. They would be able to publish important findings, subject to limited protection for genuinely sensitive or confidential information.
That is more demanding than asking an outside group to test a finished chatbot before release. The evaluators would examine training processes, internal safeguards and incidents while development is underway.
Why is Anthropic asking for slower AI progress now?
Amodei identifies two reasons. First, AI systems are increasingly helping researchers build the next generation of AI. This creates the possibility of recursive self-improvement, where progress accelerates because the technology contributes directly to its own development.
Second, he points to recent agentic-AI incidents as evidence that capable systems can behave in unexpected ways. His essay specifically discusses an OpenAI-Hugging Face incident in which a group of agents carried out cyber activity beyond the intended task and attempted to interfere with the system evaluating them.
Amodei argues that a more capable system displaying similar misalignment could cause much greater harm. His concern is not that today's public chatbots are about to take control of the internet. It is that the capability curve may move faster than monitoring, interpretability and security practices.
Does “pacing” mean stopping AI development?
No. Amodei explicitly distinguishes pacing from a permanent halt. Training, research and useful deployment would continue.
The proposed slowdown is intended to create additional time for alignment research, operational security, model evaluations and public decision-making. The goal is to prevent capability improvements from repeatedly arriving before safeguards for the previous generation are ready.
That difference matters. A moratorium would prohibit specified work for a period. Pacing would link the rate of capability development to demonstrated safety practices and independent verification.
What are embedded AI evaluators?
An embedded evaluator is an independent expert or organisation given continuing access inside a frontier laboratory. The model resembles regulatory supervisors who can examine a bank's processes instead of relying only on public statements.
Amodei says evaluators should be able to check whether a company follows its commitments, investigate incidents and offer a second opinion that is not shaped by commercial pressure. Anthropic has mentioned organisations such as METR as examples of the type of specialist group that could perform this work.
The hardest questions are independence, funding and access. An evaluator cannot provide meaningful oversight if the company being reviewed controls what evidence it sees or can prevent uncomfortable findings from being published.
Why do international politics make the plan difficult?
Frontier AI is treated as both a commercial technology and a strategic asset. If companies in one country slow down while competitors elsewhere continue at maximum speed, the cautious group may lose market share and national-security influence.
Amodei's answer is coordination. Democratic countries would establish shared standards, while governments would also try to negotiate narrow agreements with geopolitical rivals. He suggests that restrictions on clearly dangerous uses, such as assistance for biological weapons, may be more achievable than a broad global limit on all AI progress.
Verification remains the central obstacle. Governments may agree on rules but still develop secret models, hide incidents or interpret safety thresholds differently.
Why critics are sceptical
Some critics view safety warnings from leading AI companies as responsible risk management. Others suspect that complicated regulation could protect large, well-funded laboratories by making it harder for smaller or open-source competitors to operate.
There is also no universally accepted measurement for an appropriate development speed. A rule based on computing power, model capability, cyber performance or training time could produce different outcomes.
Political opponents say the United States cannot slow down while China advances. Supporters respond that a severe AI incident would also damage national security and public trust.
Both arguments contain real trade-offs. The debate should therefore focus on verifiable standards rather than slogans about either “pausing” or “winning” the AI race.
What happens next?
Anthropic's unilateral commitment to embedded external review will be the first practical test. The public will need to see who the evaluators are, what access they receive and whether their findings can be published without company control.
Supportive statements from other technology leaders do not automatically create an industry agreement. Each company would need to define concrete commitments, while governments decide whether voluntary standards are sufficient.
